cookies takes 2/4 cup of sugar and 2 1/4 cup of flour.  2/4 is a half cup; 2 1/4 = 9/4 cup

 

3 cups of sugar = 6 (half cups)

 

11 cups of flour = 4.88 (9/4 cups)

 

So, she can make 3 batches.  She won't have enough flour for the fourth batch.
