I am assuming that 'you allow $5 for lunch and $ 3 for a snack' means that the admission ticket covers the lunch/snack. (Hey, how do I suppose to know, I don't go to carnivals ! :(
If this is the case then the inequality becomes
2.50 r + 8 <= 40
-8 -8
2.5r. <= 32 Dividing both sides by 2.5
r<= 12.8
So, the maximum numbers of rides will be 12, you will still have 2 dollars left.
