Is the decimal place a digit? Or, only number to the left and right?

I was asked if a decimal place was a digit. I explained digits but the decimal is not defined Other than as a placeholder.So basically had no answer. 

This stemmed from A Question about the 4th digit of PI. Since the answer is a set value (as assumed) the decimal should be counted as its placement determines the correctness of the answer.

Think of it like a box or container that holds or stores a single digit.

 

The fourth decimal place is the TEN THOUSANDTHS place (4 places past the decimal)

For pi =3.14159265... the 4th decimal place is 5
