This question is not as crystal clear as it should be. I'll assume an object has horizontal velocity 23m/s and initial vertical velocity is zero and you want to find how high the object is at the start.
Horizontal motion ends when the object hits the ground. If the object travels 26m, it was in flight for 26/23 seconds
Vertical height = (1/2)(9.8)(26/23)2 = 6.26 m
