As long as there is no acceleration between the frames, it really does not matter which one you call the moving frame, because the laws of physics will be observed to be the same in both frames. That is one of the postulates of the special theory of relativity. To an observer in the moving car, the frame of the car is stationary and the trees are in the moving frame. To an observer at the trees, the trees are stationary and the car is in the moving frame.
