If the students are all motivated, based on proper parenting, then the students should be charged with writing and reading in large amounts. Eventually they can gravitate to speech-making, but this will require that students detach themselves from the ubiquitous electronic media devices in favor of true academic pursuits. It wouldn't hurt, either, if they were taught penmanship (even calligraphy) so that as adults they can affix impressive legible signatures to important documents. This should even apply to future doctors.
Without cooperation and support, teachers cannot do much. r e s p e c t for teachers and their subject matter is also required.

I like this answer because it correctly states that the STUDENTS have an obligation as well as the teachers, i.e. an obligation to try to learn. Classroom education should be a covenant between teachers and students. The teachers try to teach, and the students try to learn. They can succeed together, or fail separately.
