Theoretically, you should use the distance formula for each of the four sides (that is, from one corner to its neighbor). In this case, however, everything is arranged so easily that you can count off the distances between each pair of points.
From (-2,1) to (3,1) = 3 - - 2 = 5
From (3,1) to (3,4) = 4-1 = 3
From (3,4) to (-2,4) = 3 - - 2 = 5
From (-2,4) to (-2,1) = 4 -1 = 3
Now, as with all perimeters, merely add the distances: P = 5 + 3 + 5 + 3 = 16
