Your answer touches on part of the definition, but is incomplete. The basic definition of "sanctity of life" is that all life is sacred, and therefore no one has the right to end it for any reason. Currently, this tends to come up most in debates about birth control, abortion, and capital punishment. We haven't heard as much about stem cells lately, but they were also a focus of the "sanctity of life" debate when the discovery of their abilities first arose.
Where you got close to the truth is that those who argue against what they see as a narrow definition of the phrase say not killing someone is not the same thing as keeping them alive by insuring they have proper nutrition, safety, education, et cetera. In other words, keeping them alive is not necessarily the same thing as valuing their life.
Also, I have observed more arguments lately about the implicit anthropomorphism of the phrase; is only human life sacred, or do other creatures count? Some sects in Asia are 100% vegans, and even avoid injuring any bugs they might encounter.
