Assuming the numbers are the wrong way around you do the following:

 

perimeter is 22 then,

w+h+w+h=22

 

and Area is 28 then,

w x h=28

 

Perimeter can be rewritten as

2w + 2h=22,

now divide the equation by 2, to simplify:

w+h=11

 

Now what two numbers when added together = 11 and multiply to = 28

 

7x4=28

7+4=11

 

the lengths are 7 feet and 4 feet.
