L=3*∏*3 after dividing 4 into 12

L=9∏, or

L=9*3.14159

L=28.27431 units (round as needed)

look at it this way...

135/360=3/8

you want 3/8 of the circumference of the circle

C=3.14159*24

C=75.39816

3/8=0.375

L=0.375*75.39816

L=28.27431 again
