I would recommend that you convert the mixed numbers to fractions.
70/7 - 29/7 = 41/7 = distance between the 2 numbers
2/5 of the distance is (2/5)*(41/7) = 82/35
29/7 (the lower number) = 145/35
The number 2/5 of the way then is (145/35) + (82/35) = 227/35 = 6 17/35
