Slope intercept form is y = mx+b. If you want a line to be parallel, it has to have the same slope as y = 3x-4. The slope of this line is 3 (the number in front of the x). So you would use the slope, 3, and the point (-2, 1) to make your new equations: 1 = 3(-2)+b. Solve for b and get 7. Put it all together: y = 3x+7.
