[b] Presidents do not have line-item veto power. Most (all?) state governors do, but this only applies to specific items in a budget.
[c] The president is not a member of the senate and would not participate in a senate debate. Debate takes place before a bill is voted upon.
[d] A presidential veto can be overridden by a 2/3 majority vote.
That leaves [a]. A pocket veto is when the president does not act on a bill before the legislative session ends.
