I am very confused and I did not go over how to turn this into an equation using only positive exponents.

So, a negative exponent flips it upside down with a positive exponent.

 

For example, 8^-2 = 1/8² = 1/64, or 1/8^-2 = 8² = 64.

 

8^-2a⁷ = a⁷/8² = a⁷/64
