You have to be careful with the PEMDAS acronym. The order in the acronym makes it look like multiplication has higher precedence than division, and addition has higher precedence than subtraction.
In actuality:
[P] Parentheses have higher precedence than exponents.
[E] Exponents have higher precedence than multiplication and division.
[MD] Multiplication and division have equal precedence.
[AS] Addition and subtraction also have equal precedence.
Any time you have equal precedence, the rules are applied from left to right. If you have division followed by multiplication, the division happens first. If you have subtraction followed by addition, the subtraction happens first.
As stated before, 25 is the correct answer for this problem.
