It's true that creativity ought not to be stifled, but it's also true that society often mislabels rules (required for a good working atmosphere) as oppressive. Rules are not intrinsically bad. Teaching rules as absolutes, without stating reasons for them, is what is bad.
In Mathematics, just teaching rules is not good--teaching the insight (derivation and proof) of new theorems and formulas is the right way to go.
