The numbers are arranged in a table -- rows and columns. You may assume that is for a reason (since this is a reasoning problem). What reason or logic?
Now, consider that the possible answers are given as "multiple choice," with only one correct answer.
The possible choices (the distractors) are between 23 and 38 (the values in the bottom row). So, how are the values in the first two rows related?
2 + 1 = 3 and 3 + 2 = 5
17 - 5 = 12 and 12 - 4 = 8
23 to 38 is increasing and
23 + 7 = 30 and 30 + 8 = 38
I'd say that the question mark represents the missing value 30.

During my years in college, I learned that math was not as "exact" as I had experienced it to be. I was an Engineering major and we often considered constraints vs. assumptions vs. cost/schedule/quality vs. etc. That was much more of a consideration as a Computer Science major and as a Project Manager. It was enlightening to see how Statistics people confused "correlation" (with a percent of confidence) with "cause and effect" [note: That is a major misjudgement in society today].
Each of the given distractors has rationale assiciated with it; some clearly better than others. Thus, a choice is made on the "best" reasoning. So, I should think that good "judgement" is desired even though the context is incomplete [note: This was the case in most of my work projects.].
