I assume you want the concentration.  I think you need more significant figures in the problem statement, since 1 mole is large, and 1 liter is large.

 

[NaCl] = (3 moles)/(12 liters) = 0.25 moles/liter = 0.25 M

 

If you are not concerned with significant figures, that is the concentration.
