I agree with Mark that a verb is needed. And I agree with Arturo that many people in high-ranking positions with job functions that require excellent communication use the word “effect” when they are aiming for the verb “affect”.
However, both words can be verbs. Check wiktionary concerning “effect” as a verb.
As a verb, “affect” means influencing something already in existence, while the verb “effect” means creating something new.
