If he is dishonest, then he wants to dilute the milk but get the same price as whole milk so the price is the same 3.5.

 

The true value of the diluted milk is determined by proportion 

     x    =  20                                                           

   3.50     24

 

x = 20(3.50)  = 2.92

          24

                                                   =20*3.5=70. dh

 

He mixes 4 liters water.

 

Total 24 liters

 

Average cost price now is = 70/24 =35/12
