d = 17 ft
C =pid = 17 pi feet = the Circle's Circumference when diameter = 17 feet
A = pi(d/2)^2 = (17^2/2^2)pi = 289pi/4 = 72.25pi square feet = the Circle's Area when diameter = 17 feet
use the origin as circle's center then the equation is
x^2 + y^2 = (17/2)^2 = 72.25
if circle's center is not the origin, it's (h,k) and the equation is
(x-h)^2 + (y-k)^2 = 72.25
