I have a 1.6 water to 1 part cleaner ratio. How do I get equivalent to 4 parts water to 1 part cleaner?

I am trying to get the right chemical ratio for pressure washing

The 1.6 is a fixed number I will need to dilute cleaner to get 4 to 1

Thanks for answering my question, I may not be explaining myself. The 1.6 cannot be added to it is a number that I cannot add water to. The other part that is cleaner can be changed how much water do I add to the cleaner? 1.6 to 1 needs to be equivalent to 4 to 1 . The 1.6 can't be changed

Add 1 1/2 times water of the volume of cleaner.
 
For example, if you have 1 gallon of cleaner, add 1 1/2 gallons of water.
