Specific gravity is the ratio of the density of the material to that of water at 4 degrees C. Densit is an intensive property so the density of an 8.0 cubic cm sample is the same as that of a 4.0 cubic cm sample of the same sample or in this case itvis 11.3 g/cm3.
The specific gravity would be 11.3g/cm3 / .999974g/cm3 ~ 11.3
