Because when you pull an object all of the force you use is directed away from the object so there is no downward force put on the object to increase the normal force of the object if anything the normal force is decreased. when you push an object you are directing force toward the object and if you push down you will increase the normal force of the object. increasing the normal force increases the frictional force on the object thus making it harder to move the object.
