A "rational" number is any number that can be expressed as a ratio of two numbers, p/q, where p and q are integers and q is not equal to zero. The set of rational numbers includes all of the integers and all of the fractions.
6/14 is in the form p/q where p = 6 and q = 14 are both integers, so 6/14 meets the definition of a rational number.
