dont understand stem and leaf display

you need a key to show what each number represents 2/7 is 27 but could be 0.27, 2.7 or many other ways.

I started it.  the leaf column is the ones digit of each number.  The stem column is the other part of the number, in this case the tens digit.  The leaf entries are in order and any number which shows up more than once is repeated like 29
