If the numbers of corn plants and pea plants are considered to be equal components of the entire 100% of the garden, then we may infer that each corn plant constitutes 4% of the overall number of plants (64% ÷ 16 plants). Then the remaining 36% (out of 100%) must be pea plants, and 36% ÷ 4% gives me the count, 9, of pea plants.
