Please advise what 90% ± 6 / -3% equals for the negative and positive.

I need to find out if 88% falls within the tolerance. What would be the lowest and highest for 90%.

The wording of the question is confusing.  What do you mean by "/-3% equals for the negative and positive." ?  If you meant to say only (90 ± 6)%, then see Kenneth's answer, and see that 88% is within the range of 84% to 96%.
