Kim's softball team is playing in the championship game. They are losing by a score of 17 to 6. There are 4 innings to go.

I need help to make an equation with the less than, greater than and greater than or equal to, less than and equal to. Also I need help to find the minimum whole number of runs needed per inning for Kim to win the big game.(Each run is worth 1 point.) Let r represent the number of runs per inning.
