Formula for figuring people required vs. productive time

3.25 people can load 3.18 boxes per minute. The more people, the more boxes that can be loaded. What is the mathmatical formula if I want to figure variances in how many people I need based upon how many boxes I want loaded each hour? In other words, I want to put variances of the number of boxes and time allowed and tell me how many people I then need.
