As Mark pointed out in his Comment, we need to know if the given number is x or y. I will assume it is x.
x - y = -3
If x = 0, then
0 - y = -3
y = 3
The ordered pair is (0,3).
If x = -5, then
-5 - y = -3
y = -5 + 3 = -2
The ordered pair is (-5,-2).
