I wonder if the question was accompanied by an article or chart or story problem--something with background information. Otherwise, how do we know which Clarksville?

I've been to Clarksville, and I don't understand them either!

 

Seriously, though, the population is a number (count) of persons living there.  There must be an official census; accept that number, whatever it is, and have a nice day!
