5X - 4Y = 6 ---> 5X - 6 = 4Y  ---->         Y = 5/4X - 3/2

 

The line parallel will have the same slope of 5/4

 

y = Mx + b

plugging in M=5/4, x = 3, y = -3

 

-3 = 5/4 ( 3) + b

 

-3 = 15/4 + b

 

-12/4 = 15/4 + b

 

-27/4 = b

 

The equation is y = 5/4X - 27/4
