I assume you seek the equation of a line of slope -3 that passes through (2,-10).
Start with
y = mx + b
m = -3 (given)
y = -3x + b
Use the coordinates of the given point to find b.
-10 = -3(2) + b
b = -10 + 6 = -4
y = -3x - 4
