The regular price of a t-shirt is $9.99 . It is on sale for 15% off. Sales tax is 6%. If you give the cashier a $10 bill, how much change will you receive?

Florida applies the tax to the original price, not to the discounted price.

It does not matter to you, the consumer, if you take the discount first and then apply the tax, or apply the tax first and then take the discount. You will always get the same answer. However, it matters to the seller. If the seller applies the tax first to the higher price, the seller pays more tax to the state, sells the item to you for the same price, but makes less money. Think of this happening day after day, week after week, and month after month. It all adds up.
You apply the discount first and then apply the sales tax.
$9.99 t-shirt on sale for 15% off means you pay only 85%
85%*$9.99=0.85*9.99=$8.49
now apply the tax
6%*$8.49=0.06*8.49=$0.51 tax
$8.49+$0.51=$9.00
$10.00-$9.00=$1.00 change back
 
if you did it the other way around...
6%*$9.99=$0.60 tax
$9.99+$0.60=$10.59 with tax
now take the discount which means you pay only 85%
85%*$10.59=$9.00
$10.00-$9.00=$1.00 change back
you pay the same price but the seller pays more tax  ($0.60 compared to $0.51-and think about very, very expensive items that cost hundreds or thousands of dollars and you get a discount like 25% off or even higher ??)
