If we initially had 2500 sea turtles, and after a year only 1500 survived, then how many died?
2500 - 1500 = 1000
If 1000 turtles died, what percentage of 2500 is 1000?
1000/2500 = 10/25 = 2/5 = 0.40 = 40%

2500 - 1500 = 1000
As a percentage of the initial total of 2500, the 1000 that died is
(1000/2500) x 100% = 40%
The figure of 60% is the percent remaining alive, i.e.
(1500/2500) x 100% = 60%
