A good planning framework, according to PMBOK, the manual for project planning takes into account scope, schedule and cost where scope is what exactly you intend to do. A good planning framework for Agile takes into account not wasting your time or effort with stand up meetings and regular "sprints" or two week releases for your products. Both require good requirements that should follow the SMART guidelines:
Specific
Measurable
Attainable
Relevant
Timebound
 
Some use SMARTER requirements that add Evaluate and REevaluate to make sure your planning framework is still reasonable some future point in time. You'll need periodic reviews of your planning framework and process to ensure that the system is still working.
