I'm not entirely sure what you are looking for, but you can pull out an (x+4) and end up with (x+4)(b+7)
 
Or you can multiply through the b and 7 so bx+4b+7x+28
 
Hopefully that is somewhat helpful, otherwise I will need some clarification
