By definition, adjacent angles are angles that share one side or ray. Easiest way to draw would be to draw a line (this is going to be your zero degrees in your protractor), then using the protractor measure the first angle (make sure to line up your line with the zero line of the protractor; personally, I open my angle clockwise but that is up to you and will make no difference in the result) and make a mark as to later draw the next ray that will form your first angle. Now, realign your zero (the last side or ray you did will be your new zero on the protractor) and measure the next angle, follow by making a mark as to complete said angle.
You can always double check by adding your angles and comparing this to the measure obtained with the protractor from the base of the first drawn angle to the non-adjacent side of the second angle.
