Can the variance between 2 groups be close to equal and the p-value be 0.4, stating that there's significance?

X 4,2,5,1,3,5,3,7,3,5

Y 6,5,2,8,3,4,8,5,1,4 

i did an f test and my f stat was 1.75 which was less than my F critical 3.18..stating close to equal variances.

 

i have a p value= 0.4 so I reject the null hypothesi.. is this correct?

If the numbers given- critical value, test statistic, and p value are accurate, then you are correct. The cv/ ts, and p value are both statistically significant.
