For example, "He did not know what he said would get him in trouble". Or "I did not know what I said would become a quote one day"

Yes. "Did" is the past tense of "does".

In your examples, there is only a present tense of the verb "know", not a past tense. The present tense of the word "know" is correct. For example, you say "did know", not "did knew". If you didn't have "did" in there then it would just be "knew"
He knew everything <-- correct
He did know everything <-- correct
He did knew everything <-- incorrect
