It is 15.6 to convert to a fraction and the 6 has a line above it..sorry should've made that clear..

 The idea is write 6( as repeated pattern) in numerator, and 9 ( equal to the digits of the pattern in denominator).

James, what do you mean by, "if the number is only.666, then it is less than 2/3 and cannot be easily quantified"? 0.666 == 666/1000 = 333/500.
