When two functions equal each other, then you have discrete points of intersection.  You only have a range of values when one function is less than or greater than to the other.

The questioner asks "...which intervals CONTAIN a value for which h(x) = k(x)?".  They are not saying that h(x) = k(x) for every x in the interval.
