You want to isolate b, or get b on one side of the equation & everything else on the other side.  Thus you must move 1/4 to the other side of the equals sign.  In order to get rid of the 1/4 you must do the opposite operation.  You also must do the exact same thing on both sides of the equation. 

 

    + 1/4     +1/4

b - 1/4 = 3 1/2 

b = 3 1/2 + 1/4

 

Now, simply solve the equation to find b.
