Diocletian became emperor of the Roman Empire in the late 3rd century AD, after a very long period of wars and decline of the empire. He took austere measures to try to end economic decline. He implemented a managed economy, where the state controlled major sectors of the economy, such as the import of grain, and he implemented strict price controls. It should be noted that he did not "pass laws setting price limits." He actually dictated the laws, without approval of the Roman Senate.
