The mathematical protocol is that the negative sign should always be in the numerator, the number on top. However, to answer your question, if the fraction has one negative sign in either the numerator or denominator, the fraction is considered negative.
Therefore...
-10/26....correct protocol
does equal
10/-26...incorrect protocol.

The two are equal. However, you would not write the fraction as 10/-26. You would write it as -10/26.
