How about:  "The representatives make the laws which are supposed to be for the good of the majority of the people."
 
While I agree with your analysis Arturo, I'm 99.9% certain that Nick's teacher will state that the correct answer to this multiple choice question - given that it does not state "Circle all that apply" - is D:  All of the above.  There is such a thing as reading too deep.

Yes, if you can only pick one answer, I would pick (D) as the best answer from the list, especially since (A) and (B) are unquestionably correct.  But (C) is worded poorly.  Your alternative wording for (C) is better than the wording in the question.
