At the the year t=0 population of 5900 began growing at a rate of 4% per year.

I am trying to find an equation to satisfy these conditions. I have tried 5900(.96t) and that is not the correct answer. I am in a trigonometry class so I think that it might have to include sine or cosine

This would usually be like continuous interest:

 

A = Pe^rt

 

If so, this would be the equation:

 

A = 5900e^(0.04 t)

 

I don't think this problem has anything to do with trig functions.
