If I'm understanding correctly, you basically need to use any operation other than addition (+) and subtraction (-) to yield the number 99 without using the number 9...?
If this is the case, then notice that divisors of 99 include 1, 3, 9, 11, 33, and 99. That is,
1*99 = 99 , 3*33 = 99 , 9*11 = 99
Since we can't use the 9 on the calculator, we can multiply 3 by 33 to generate 99.
