1 1/3 is a number. It is called a mixed number because it has both an integer and a fraction. It has no units -- that is important when something is a "unit rate."
A "unit rate" is expressed as "so much of this for one of that." That means that a unit rate must have units. For example, you may have miles per hour (how many miles in one hour?), dollars per hour (how many dollars earned in each hour?), beats per minute (how many beats in each minute), pounds per bag (average number of pounds for each one bag?), people per boat (average number of people in one boat), etc.
Now, if the value is 1 1/3 quarts per person, then that becomes a unit rate.
